Okay I've just drilled my mate's 1.6 16v airbox in his Mk4 Astra SRi.

I've done loads of 9mm holes on the underside below the filter. Thing is there's no increase in noise. Do I need sh*tloads more holes or isn't it gonna make a difference?

Bad idea. Engine heat will do more harm than good.

Have you de-restricted it...taken all the pipes out from inside ?

the MK4 Astra 1.4 and 1.6 engines have an enti resonation chamber in the plastic intake pipe near the top its a litte square box off the original pipe it plays a part in reducing the noice of induction, if you get a custom hard pipe made up to connect to the airbox or an induction cone it will be much louder.

You can test this by loosening the plastic pipe and exposing the throttle body, start the car and give it a rev and you should hear a big differance
