Nah prod the throttle a few times and rev it a bit for a short while and you will be jamming.

They start easily even down to very cold temps.

IF you get hold of the original Nova Sport Weber 40 DCOEs numbered 143 and 144 they have a choke mechanism but as chris said on a well set up engine a couple of blip of the throttle and its up and idleing

both 40's and 45's all come with starter valves. The only problem in old worn units is they can wear and end up leaking fuel into the throttle bore, resulting in a generally over rich mixture.

As previously said, you won't need to use them, press the throttle a couple of times and it should fire no problem
