hmm, gleaming and powder coat don't usually go. I'd ask to see a test of their best gloss work. A true, full gloss finish from powder coat is extremely difficult. Ferrari manage it by using robotic arms to apply the powder, but this is usually not available in smaller powder coat shops - especially on the cheap.

The finish is only ever as good as the prep work, a good sandblast and then repair any imperfections before even thinking about getting them done, and pay cheap get cheap tbh

The alloy wheel place a friend has started up dip strip the wheels, then sandblast with very fine grit to key them do any grinding and repairs. Then it's a powercoat primer, for coloured wheels waterbased colour then a powder laquer, or budget/basic wheels its powder primer then powder colour just basic silver's only really. All using high flow powders so the finish is quite good really.
