firstly, im going to spray a scuttle panel black, however im undecided, matt black or satin black? thoughts?
secondly, does satin black need a coat of primer first?

Satin black - just personal preferance.
As regards primer - go with what it says on the can - but primer coats do give a good base for top coats and a chance see and to fix any surface flaws. Finish will only be as good as preparation.
Satin every time.
You'll want to plastic prime it yes. Will make the paint stick.

reason i ask is im making a secondry scuttle panel for the show car, this will be a smoothed piece, were the wipers and washer jets are removed (as with the motors, washer bottle, and rear wiper) but for legal issues, the main scuttle panel will be sprayed to look smarter on the car, the show panel will be the colour of the car

I always use adhesion promoter when painting plastics, everything sticks so much better.![]()
