if the arch has been ground down so that u can feel a distinct gap between the inner+outer arch, is the arch repairable?+approx cost or difficulty if done myself?

if its been that way for a while then the outer may have started to rot from the inside and may be better getting replaced too. you could probably repair it your self if youve got a welder and some know-how.

usually when the arch has been ground away its new arch time.
