Question about harnesses

What is the deal with the inertia (sp?) reels that I've seen for harnesses - the things that let you lean forward with harnesses on?

I've only just ever heard of it on the passing and looking to find out a bit more. Anyone know where to buy them?

not sure were you get them from but jenson10 on here has them in his cav and there electronically locked so you can move about or have them solid!!
