afaik its not illegal but if you hit anything without it there its gonna trash most of the stuff it protects, have you tried modifying it at all ? little bit of hammering might be in order

That 'metal bumper' as you put it sounds like your bumper bar - in other words it is what absorbs the impact in an accident. I would not like to be without mine!
The plastic bit of the bumper is just a decoration relly.

insurers wont be happy if you stuff your car and they find a protection piece missing either
i had to cut the ends off my protection bar on my last nova so i could fit my kingdom bigmouth bumper
