check that the moisture sheild in the door (behind the card panel) is intact, if not water is coming in from there and going insde the car instead of being directed away from the inside

I've just fixed this on my Cavalier. Where the pollen filter fits on the black plastic fitting. There is a seal that goes between this and the the body of the car. Remove the black plastic trim, remove seal and clean up and refit with bathroom silicone or something similar. Also check water isn't getting through the pollen filter.

Either heater matrix or a rubber bung on the firewall.

Has the car been using/losing water?

Had this alot in the past,
after you've cleared the area around underneath the wiper panel/ scuttle and made sure the black rubber thing is clear, check where the plastic panel meets the windscreen.

It has to sit flat against it, any lifted areas let too much water through. I find the sun warps them sometimes. If it's not flat, get another from a breaker.

Underneath this panel is a very thin channel (directly below where the 'screen is bonded in). This will be full of black crap, clear it out. It's designed to channel a small amount of water to the side of the scuttle, missing the pollen filter area.

Finally, make sure the plastic insert the goes above the pollen filter fits properly into the wiper panel plastic mentioned above. This is important because it directs water from the screen away from the pollen filter.

    phew lmao
