balancing and blue caps

is it best to balance corsa gsi wheels on the outside or inside of the wheels cause my mates are balanced on the inside and mine are on the outside

and he's got these things called blue caps, there a plastic collar that fit on the hub and inside the wheel, where do you get them from

yes there the blue caps i'm on about. inside of the wheel, stop mine from vibrating.
