The best way to get rid of rust is to cut it out.
There is some stuff (called krust I think) which you put on where its rusty after its been rubbed down. Then skim it over with fibre-glass and body filler.
This is only a temp repair

Yeah man, you can use Kurust (from Hammerite), it reacts with the rust and turns the liquid to almost a blue. It supposed to kill the rust and give a layer for you to paint over but your best bet is as follows:
Rub down the area till you've all the surface rust away.
If its deep set rust, then as Supercav says, you may need to cut it out altogether, but I'm not even THAT brave!
When the area is well scrapped/sanded, then definately apply Kurust or similar (its about £3 from Halfords for a wee tip-ex size pen that'll last ye ages).
Let that all set in, and apply a further coat or two if needed.
Paint over that with your car's colour (use either spray paint or touch up, depending on the size of area).
If its a metallic or pearl finish, dont forget to use Lacquer too!
All easier said than done of course! lmao
