Rotten wheel arches on Mk3 astra gsi

Usual Nearside wheel arch has corroded and the lip has come right off.

The rust is showing through the paint.

Whats the best way to rebuild these? Is there such a thing as a new wheel arch kit? Fibreglass/filler?? Where do you start???
