im currently wire brushing the crap an flaky rust off the inside of my boot , an im having trouble trying to decide whats the best paint to paint onto the bare metal , is a primer better , im not looking for the body colour yet,i dont mind what colour the paint is at the moment.

red oxide (proper rather than the red primer) or zinc primer

Jenolite is great stuff for after you've removed most of the rust.

first of all, you want to remove all traces of rust from the area. then use jenolite to kill off the remaining bit of rust. once dry, sand the jenolite back down and degrease the area. then use etch primer on the bare metal or zinc primer. lightly sand this back down without breaking through the surface and degrease again. then apply a colour of your choice (something similar to the car) and let it dry and the jobs done.
