bad rear arch, what to do?

Whats the best course of action to repair this? i'm confident enough to do it myself, but im just not completely sure of the method.
The metal peels away if you pull it hard enough - thats how rusted it is. Am i going to have to grind it all out and weld in a plate? Does anywhere do small panels for this area as it is prone to rust? Its a nova btw lol.

Repair panel will cover all the areas that are rusted in the photo.

Basically offer the panel up, draw round, measure about an inch in, cut, do the joggler work and then weld in.

    Example of a Joggler

havin just done an arch (I got this a bit wrong on one of the sides)
make sure the gap for the door is equal all the way down and clamp it TIGHT at the bottom
mine warped with the heat and by the time i noticed there was no way to put it right

As a newcomer on here, I thought I'd share how I did my arches on my old G reg cav I used to have.

As you have no doubt found out trying to weld car panels is a pain at the best of times , let alone 'doing the arches'.
The below may seem involved , but the results were top notch

Having obtained the replacement part which is a section that goes from arch to bumper, I cut the new part to the amount of rust. Offered it up to the car and marked out where to cut the damage. Then when cut and matching the shape of the replacement bit,I cut a few smallish pieces of sheet metal the same thickness of the panel.
I then pop riveted this to the back of the new bit(avoiding the awkward bits) with steel rivets. Did this about 3 cm in from the mating edge.
Drilled the top off the rivet to just remove the flange bit then welded over the hole (one at time), and flushed of the weld

This then gave strength to the backing plate(s)

Once the backing plates were done and the panel matched up with the car, where cut, I then drilled a series of holes just in from the 'join' on either side.
This done I then riveted the new part to the car, making sure it all lined up well and good.

Next step was to 'pop' the rivet heads off again and spot over the holes, flushing off as I did them
All that was left then was to tack weld the areas where I couldn't use a backing plate and flush off
The result was a strong repair with minimum mess and not a huge weld seam + the bonus of it all lining up spot on!
Done the filler where needed etc and sprayed with Vaux colour match.....wouldn't know it had been done
