astra twintop headlamp

hey peeps little help needed,
as above a astratwintop failed mot today over n/s/f headlamp not working but side lamp is working, changed the bulb and still the same.
checked for power supply getting 3.5v at the plug and earth is fine, then noticed that the same side front fog lamp is not working either, all fuses are fine but cant for the life figure out why im only getting 3.5volts in sted of 12volts

broken wire i expect.

i would be really sure the fuse and fuse connections are ok.

what year/reg is the car ?
