Car pulls to the right?

Right... Ive had my tracking checked, fitted a new lower arm (before tracking check), my tyre pressures ok but it still pulls to the right when im just driving steady down the road. Is it possible that if the tracking is right but the steering rack was not dead centre this could cause it to pull to the side?
Also i have noticed that if i put it in reverse the steering wheel moves the opposite way... Could this then be a gearbox/diff issue?
The car is a 1994 Corsa sri none power steering.

Had a similar problem and it turned out to be play in the rack where it bolts to the bulkhead . Fitted new rack and mounts but could get away with new rubber mounts .
Wouldn't be tracking , the wheel would sit off centre but wouldn't pull to one side .

Turn the wheel and get someone to look down at the mounts and see if the rack moves in the mounts .
