No, it's just a resistance that varies according to engine temp. If one of the wires to it is broken, this will flood the engine. Also the ECU light won't come on with the ignition, and should come on when the engine is running, if you can get it started.

Check the wiring. Preferably at the ECU connector, you should see resistance.
Engine type and size and age?
Also, if it failed recently, even with a new sensor it'll need a lot of cranking to get it going again.
