Are we talking about the orange segment attached to the butterfly? If so it can be done to the LET as I have done it. Improves the surge of power as you snap open onto over boost.
As Tim says, the only drawback is around town, it might be a tad more hesitant. I know of this for sure, because I've got an oversize throttle plate on my 8v. It can be a right pig when in slow moving traffic if I'm slowing down and then try to speed up a bit . I guess that it's because the air speed in the throttle is lower and therefore it tends to bumble around rather than be drawn through with a bit more speed. Same as the 16v mod, I've noticed a definite improvement in go.
Tim, u mention that it feels less willing to drive at low revs, do u mean lacking in torque?? I'm really tempted to do it too but in my country, low end torque is terribly important as we spent lotsa time in traffic.

The TB "flap" has that hump on it to make the change from the small (stage 1) opening to the larger (stage2) opening more smooth. Removing it will affect this making it slightly less keen at low throttle opening (around the change) as Tim said.
Wow, never had so many people agree with me about something in one thread, and the 'brainy forum' at that.
