The only person who can answer that is your insurance company. In the past I'd had companies who don't care about little things like changing bumpers, some want to know everything.

Yes, they do need to be declared, if you are with a decent specialist insurer, they will not effect your premium.

I occasionally change bits of my dashboard / clocks around - I let my insurance company (Admiral) know and they covered me for any interior mods for an extra fiver - deffo not worth the risk of being underinsured.
