good insurance for bad postcodes? especially for my van

My van (merc vito) insurance last year was £400 this year i'm looking near a grand apart from one quote just under £800. I'm 27 with 6 years ncb. My problem is my postcode. The thing is in Blackburn their has been a massive increse in insurance fraud mainly crash for cash scam. What makes it more frustrating is that it is well known which 'area' the scams are coming from but I can't move so I will just have to deal with it. many companys won't quote but I need the van back on the road ASAP. So who is good for bad post codes?

In my experience the ones who crash for cash happen to know a family member with a recovery business (billed to the insurers), a doctor to certify they have whiplash (billed to the insurers) an uncle with a storage yard to store the car (billed to the insurers).
