This seems counter-intuitive, but remember that these ports have been moulded to optimise flow with the valves open. Therefore turbulence will be at it's minimum (for a given pressure difference) with the valves in place and open by 10mm or so.
I'm just saying this to show how weird airflow can be (to the layperson )
