The Idea was to increase the difference between the cheaper small capacity engines and the more expensive models so it's unlikely they'd restrict 2Ltr 16v engines. Of course that doesn't mean someone else can't design a better one. Neither does the fact that no one here has tried one as a performance measure mean that it doesn't work. So is it possible that the 2.0s were also similarly restricted via the SFI chamber?
