the engine code on a mates astra gsi is c20xe j and according to the total vauxhall magazine the 'j' means throttled output but what exactly does 'throttled output' mean??

Its to do with it having a more restrictive exhaust to help control the emissions to do with EU regulations.

It litterally means the 'output' its being throttled - slowed down.
