Question Shortening Nova steering gear bulkhead protruding bolts

Is there any reason why I shouldn't shorten the bolts that protrude from the bulkhead to hold the steering rack on? If I place the rack on and do up the nut, there is thread left over. I could do with not having it there because it makes removal of the rack when the gear linkage is in place very difficult.

I thought there must be a reason why they're that length in the first place.
