Calibra Handbrake Question

This post may be in a wrong section, I couldn't post it in the Mechanical/Electrical section for some reason access denied.

Recently I noticed when changing the wheels on my Cally, that the rear disk.drum combination the wheel could be turned a few degrees back and forth and not held solidly when the hand brake was fully on, this phnomenon was seen on both rear wheels , is this norm or is there any fault with the handbrake set up?
