Use a heat gun on it, dont hold it in the same for too long you'll melt it. I take it that its the standard bumpers. Failing that peanut butter is supposed to be good on black plastics

get some paint thinners on it, takes the grainy effect of iff makes it better to paint. again its a bit of an art so try on ya spare bit. and of course hit it with some bumper black :P

Painted black ones look utter sh*te.
Warm them with the heat gun, this will bring the oil back to the surface, then treat them with something like Auto Glym bumper care, it feeds the plastic oils and keeps them looked a nice dark grey as they should be.
I'm louder than gods own revolver and twice as shiney.
